Once the Governor presents his proposed budget to the General Assembly, the budget becomes the province of the Legislature until a budget is passed by the General Assembly and then it comes back to the Executive Branch where the Governor's signs it and the Department of Planning and Budget has the responsibility of executing it.
Once money has actually been spent, those expenditures are monitored and tracked by the state's accounting system managed by the Department of Accounts. The Auditor of Public Accounts hosts a site where those expenditures are publicly available.
