Getting Access to EFIS
To obtain your logon ID and Password, fill out a request by clicking on the "Request Form" link on the EFIS login page. If you do not

Logging in to EFIS
- Go to DPB's website at http://dpb.virginia.gov and choose the State Agency Services button and then choose the EFIS option.
Or for a shortcut, http://dpb.virginia.gov/efis will take you straight to the EFIS logon screen.
- Enter your logon id, for example "dpbgdj" and password which is "the same as the logon ID until you change it (see next step). Click on the "Login" button.
- Changing your Password. The first time logging in to EFIS you will be prompted to change your password. You can change your password at any time by choosing the "My Account" from the left menu. Enter your new password in both fields. While here, change anything else not correct. Hit the "Save Profile" button.
Forgot your Password?
- At the EFIS login screen, enter your user ID.
- Click on the "Email My Password" button. You will get an e-mail message with your password attached.
Receiving your FISs
Each time you are assigned a FIS you will received a partially filled-out template by E-Mail with the necessary information on the Bill ID and the date the FIS is due.
Completing your FIS Document
Please see the "Preparing a FIS" and "Instructions for using the FIS template" sections of the on-line help for assistance actually doing your analysis and filling in the document template.
Approval Processes *PLEASE NOTE*
EFIS has no impact on any internal approval requirements. All off-line decision making and approval processes remain in place. Once approval has been granted, use EFIS to distribute your FIS.
Uploading and Distributing your FIS
You can distribute your FIS quickly and easily by uploading the completed document into EFIS.
- Go to screen #2 entitled, "FIS Action."
- Go to line that has the bill you want to submit and hit the "SUBMIT" button.
- You should be on Screen #3 entitled, "FIS Upload". Hit the "BROWSE" button and select the file that has the FIS. The file name must end with the exact bill name shown on the "FIS Action" screen and the "Browse" screen followed by ".doc". For example, "SB286.doc" or "HB1101.doc". If it doesn't, you will get an error message saying you didn't enter the correct FIS.
- When the file name is entered, click on [Upload Word Document]. On this next screen #4 entitled, "FIS Distribution Confirmation," you will see all the recipients for the completed FIS. You can select yourself and enter other addresses in the blank box. If more than one e-mail address is entered, separate them with a comma.
- Next click on [Proceed with Distribution]. The FIS will be sent to all the recipients as a PDF document. The recipients are the Governor's Office, the House Appropriations and Senate Finance committees, DLS, DLAS, the patron, the House and Senate Clerks' offices, and Gary Janak. DLAS will use their copy to put the FIS on the Legislative Information System.
